In 2020, Earth is practically controlled by international business cartels. An individual's options can be limited. Chaz Kato the Third, has a secret, he is really Chaz Kato the first, but has been given the advantage of Xanadu technology by the ruling council. He offers UCLA graduate, Lenore Myles a position at Xanadu, a man-made island in the Indian Ocean. One of several such high-tech islands. To entice her, Chaz provides her with his security codes that enable her to check into the island's amazing technology.
However, Lenore learns of a conspiracy to sterilize the masses. Some believe that ending population expansion through persuasiom is wrong - free contraceptives, vasectomies, and propaganda - will only lead to selective breeding in favour of people who don't read or listen, or don't understand the arguments, or are to stupid to use the contraception properly, or who just don't care. Afraid of everyone, Lenore flees Xanadu. The enigmatic Saturn realizes that Lenore has broken into the top secrets of Xanadu. He sets in motion a plan to eradicate the one person who expose the class cleansing plan with Chaz her only hope for survival, that is assuming he is not working for Saturn.
Chaz is able to save her life by wiping her memory. She has to get the help of an ex-boyfriend activist 'Spinner', Levar Rusch. As the world wakes to the truth and turns against the islands and the council, the true identity of Saturn is not revealed until the last few pages.
