What is the Backgroud on the Tollen? are they Human lokkin aliens like the Nox? Or were they brought through the Stargate like the other humans?

The Tollan first appeared in series 1 episode 'Enigma' after the SGC saves them from a natural disaster on their home planet. (Um, I think it was a volcano, as in it wasn't like an attack or anything.) After that they were obviously anxious to leave Earth, but don't before Carter figures out that they have basically grasped the theories behind quantum physics. This means that they are way, way, way ahead of the human race, for the closest we've got to understanding that sort of physics is the cat-in-the-box idea. (Schrodinger's cat)
Meanwhile, there's the problem of where the Tollan will go, since their planet is uninhabitable. They allow the humans to use a device which sends a message to the Nox. A Nox member comes thorugh the Stargate, saying that they would take the surviving Tollan to their planet. The Tollan accept this, as their conditions for be re-homed were that a race had to have a technological level which is equal or supperior to their own. The Nox have such technology, albeit that they otherwise resemble fairys in my opinion. The other problem comes from US people who don't want the tollan to leave without doing their standard tests. They get passed that because it is Daniel who allows the Tollan to go through the Gate to the Nox homeworld, on the principle that he is a civilian, and therefore cannot be court-martialed.
On appearance, the Tollan are humanoid, though whether their ancestors arrived on their planet after Goa'uld transportation I don't know. Considering they are at a extremly high level on technology, where that of formerly Goa'ul ruled worlds are not, I am thinking that they are human, without being of Earth origin.
 
I don't believe that there is any canon information on the ancestry of the Tollans... but they surely LOOK human and.... But one never knows.....

Of course, there is no real marker on how fast peoples develop. Whilst the Tollan are clearly Way Smarter Than Us (tm), could they not simply be one of the earlier colonies of earth deportees by the Goa'uld, who conquered their masters as we did, and, like us, were never re-inspected by the Goa'uld for threat assessment [which we must assume happened to Earth], though may have had e.g. Asgaard monitoring/contact. {breathe} In which case they may simply have "grown-up" faster than we did - which could be argued is a logarithmic process once started...

i.e. how comparable will we be in 100 or 200 years?
[isn't there a series 4 episode relevant here - which I have not yet seen...]
 
In Enigma (season 1) Daniel tells Hammond that he is sure that a) the Tollan are human and b) they came from Earth originally. He tells Hammond that we would be at that stage if it was not for the Dark Ages. I guess the Tollan just started exploring space before thay used the Stargate, and so were not inspected by the Goa'uld until it was too late.
 
Well, presumably the development of any society is based on the relevant ratio of technology, raw materials, politics and religion/beliefs/morals. Whilst one of these is effectively a physical constant, the remainder are all down to the people: inspiration, imagination, drive, commitment vs. arrogance, self-indulgence, greed, intolerance etc. And since for almost every race known, each person is different, any group will develop differently over time.

Since even on Earth we have seen how these vary and therefore have seen fairly small countries develop really fast within certain technology bases (e.g. who would have thought of where the United Kingdom would develop from and to during steam age to the height of its Empire) whilst other countries who no doubt were equally developed did not have such beneficient raw materials.

Extrapolate this up for planets, and even starting with two identically composed large teams on brand new planets, over a couple of years they would develop differently. Now, span over a few hundred...
 
They developed fast because they wasnt held back with 500 years of dark ages. You know the time when the "peace loving god people" was burning people at the stake. They didnt have that 500 years so if you add 500 years to our lives right now we would be advanced just as much.
