So we're clear, Chou Gohan is Gohan after all of his potental power is released so he can fight Buu. I'm curious to find out who everyone here thinks is stronger. Let's look at both.
Goku: Goku prooves early on that his SSJ3 form is stronger than Fat Buu, though that is the weakest form of Buu we ever see. Goku is not able to chalenge Buu again untill the very end, when he faces Pure Buu. This is Buu's true form, with noone absorbed into him. Because of this fact, Pure Buu is the 2nd weakest form of Buu there is, just above Fat Buu. Goku, using SSJ3, is able to match Pure Buu's power as dead even(as in, at their max they are the very same strength).
Gohan: After having his complete potental power releiced, Gohan flys in to fight Buu. By this point, Buu had already absorbed Piccolo and Gotenks. Gohan enters into battle, and almost wins.
Goku just barely matched Buu's weaker forms. Gohan nearly killed one of Buu's strongest forms. As Gohan lost and was about to be absorbed, Goku is scared out of his mind because he knows there is no way he can win. Goku is so desperate, he even considers fusing with Mr Satan. He would not have been so worried if he knew that powering up into SSJ3 would give him even a chance.
