Why were the rock and leave fragments only in his skin?

Its either all or nothing. Why would the transporter be able to discern rocks and leaves, from humans, in every area of the body, except the skin?
It can't just be a coincidence that there was none anywhere else.
 
i was wondering that too -- why wasn't his uniform covered in 'garbage' when he came back?? and how was his hair all in place? guess they need to upgrade the Heisenberg Compensators, eh? and isn't there some kind of 'buffer' in the transporters?? (trying to remember ST science -- totally NOT my area) --
 
It makes a better story that way, and he doesn't die as a result of his vital organs being petrified! Do we need a how do the transporters work thread?
 
I just watched this and the leaves and rocks do seem to cover his uniform as well, when you briefly see him lying on the transporter pad. When we see him in sickbay his uniform has been removed.

My question would be that if the transporter cannot detect the difference between him and the surrounding matter, why did it only transport fragments, why not a whole rock and a bush?
