goa'uld goverment and technology

do the goa'uld have a goverment. we know that they have system lords which are the highest ranking goa'uld, but all goa'uld have the same technology. and when the goa'uld came to earth for the asguard protected planets treaty signing, yo became angry at nurti for not shareing her technology. why should nurti share her technology with those whom she is at war?. this makes me think, we know that the goa'uld have some base standard technologywhich all looks the same,but can be made to look different for what ever reason. we also know that the goa'uld have been ussing similar technologys for centurys.but why would other goa'uld share their technologys unless the were a goa'uld goverment [possibly made up of the system lords] which had laws to share this technology?. know e also know that there is goa'uld law by when korel was removed from skaara by the tollan that goa'uld law is administarted on a planet by who ever rules it. so dose who ever is head goa'uld make this law until it is challenged?what do you think?
