The camp Khitomer conference at the end of Star Trek 6 holds many small details that are only noticeable after repeated viewing.
It also raises many question. One is why the Vulcans had their own delegation.
There was a color system for each delegation, shown on their sashs.
The Feds wore blue, the Klingons red, the romulans green, and the Vulcans yellow.
Why would the Vulcans have their own delegation independent of the other Federation races?
 
That's obvious... because they're Vulcans, of course!

Much too superior and haughty to simply be part of the Federation's delegation!

Seriously though, they shouldn't have had their own team, but it goes right back to the Earth-centric attitudes that prevail throughout Star Trek. In almost every instance we see, The Federation = Earth. Starfleet is an Earth-based fleet. The Academy, Starfleet Command, the Federation Council chamber, and the office of the Federation President are all on Earth. Earth is in Galactic Sector 001!

'Enterprise' is addressing this a little -- the Vulcans are not inquisitive like humans, they are not explorers, they rely on humans to do this for them. Ultimately, they will loose out, because humans will make all the first contacts, we will gain the advantages from these alien contacts.

All the Vulcans have is a dogmatic adherence to the philosophy of logic and non-aggression.
