Actors from one Star Trek show to another

Okay, I was watching voyager, the one with those guys who had access to many sub space corridors. The first person that 7 of 9 woke up happens to be a character played by the same dude who plays the doctor on the Enterprise. My ability for mannerisms, and voices are very good, but I forgot the names of the characters, actor, and the name of the race he respresented..
darn! Dogwar, or something like that. Means foolish is T'laxian (spell?)
so, could someone help me..fill in the rest.

Having only seen most Voyager episodes once, I'm not too good with the titles either. Someone else will have to help here, but was it 'Waking Moments' Season 4 ?

As for John Billingsley (Dr. Phlox), my info is that he has never appeared in Star Trek before. He did audition for a part in Voyager but was unsuccessful. He has also been in X-Files, NYPD Blue, Profiler, Six Feet Under, Arliss and Freakylinks.

Without watching the episode, I don't know who the look-alike could be.

Oh, wow! Are you positive? They guy sounded just like him, mannerism just like him, but as far as the eyes can tell, I wasn't sure either, but damn....the voice! Thanx anyway....

Let's do both, it would be interesting to know what they had done previously.

The 'Enterprise' actors Dominic Keating and Anthony Montgomery were also auditioned but not cast in 'Voyager', Rick Berman already having them in mind for something bigger!

Strangely he played a crook with a conscience. Is that type casting?
