Is T'Pol the equivalent to the first officer, or is Trip?

A good question!
Neo asked this somewhere else, but I can't find it so I can't give a link.
It seems to me that Trip is the senior officer so he should be second in command, but it is always Archer and Reed that go on the away missions, up to the point in the series that I've seen.
T'Pol does act like she's the first officer, but isn't that just because she is a self-important Vulcan. She came aboard as a Science officer only.
