Eminiar VII and Vendikar: Two societies that have turned warfare into a mechanical calculation, computers determine the casualities and the people willingly oblige. Obviously, Kirk and Spock must destroy these computers, so that the Eminians will have to fight their war for real, and then to escape the horrors of the material destruction of two worlds, instead work towards peace.

Ambassador Fox is another example of stubborn Federation officials. Even he though, has enough by the end and joins Kirk, sonic disrupter in hand, on his rounds of computer demolition.

Starbase 11 must have sold its computer system to the Eminians, because they have the old one shown in 'Menagerie', including the communication panel the starbase originally purchased from the Tantalus penal colony 'Dagger of the Mind'. They have also purchased the computer that used to call itself Landru 'Return of the Archons'.
 
How does General order 24 figure into the Federations altruistic goals?

And by forcing themselves on Elminiar VII and Vendikar the way they are isn't the federation in violation of its now prime directive of noninterference ?
 
I couldn't say, but it seems genocide is okay if the species are actively hostile towards the Federation. It doesn't live up to the ideals we have come to expect in later years.
