I don't like the plot of this episode at all, because in order to fit it into the analogy, they break established continuity -- Kirk broke the Prime Directive on the planet thirteen years ago when he told Tyree about space travel, phasers and the Federation, and then Kirk wonders whether the Klingons are breaking the "treaty" because this could result in war with the Federation. If this treaty is the Organian Peace Treaty, then surely the Organians would return and intervene.
