Why did DS9 need a Strategic Operations Officer?

Okay, I know that they had to find a very important position for Worf! :D

But, the Bajoran sector survived for three seasons without a Strategic Operations Officer, and they got by alright.
 
well they did get by for three years but i'm sure it was just blind luck. After all what was it Julian said (when describing what Worf's job was like): 'Its great. I read analyses and analyses of analyses. Then keep them to myself....because no one else wants to know!!'

Sounds incredibly important to me!
 
Perhaps they just wanted somebody to blame when anything not on the station or Bajor went wrong?

Every organisation needs an Assistant Idiot, it makes everybody else look good.
