Here's what the new SciFi.com Stargate site has to say about Jonas:

A human dignitary from a world with which SG-1 was negotiating interplanetary trade, Quinn was present at the Naquada-core accident that gave former SG-1 member Daniel Jackson a normally fatal dose of radiation poisoning. Initially involved in a cover-up, Quinn later made amends by smuggling a small amount of Naquada to Earth with SG-1 for study, in the hopes of developing shared defensive technology. For his actions, his homeworld has branded him a traitor. Quinn, currently housed at the U.S. Stargate facility under SGC supervision, has a metahuman capacity for absorbing knowledge.

anyone wanna tell me what 'metahuman' means?
 
Given the way things are going for Season Sux...

...it probably means he "metahuman" once, and now that qualifies him to be trusted with the safety and concern of the entire Planet Earth, as a member of SG-1...a spot that other, experienced, QUALIFIED, human members on the base would probably kill for. But no, let's give it to the alien from the planet stuck in the technological '50's, who changes sides more easily than a flapjack and has never been in space. And out there in space, he'll have to meet with and interpret language and culture based on ancient Earth civilizations and culture. But he reads real fast, so he must be Qualified, right?

Uh huh.
