Here's an observation I got when I was watching Watergate.

Maybourne is there in the Russian fascility in Watergate. Why is he not in jail?
In Shades of Grey, his secret operation was exposed, so why didn't he go to jail then instead of after the Russian incident?
The next time we see him is in Chain Reaction when Jack gets him out. Maybourne is said to be convicted of treason. This would assume that he was sent there after the Russian incident. So he was charged with treason for his involvement with Russia.
Why did they not put him in jail after Shades of Grey. Jack knew of his involvement in the operation. Isn't that treason? And if not, why wasn't he sent to jail anyway.
