Lorne's fate-telling ability

So, we know that Lorne has the ability to 'read' people's future's or fate when they sing, but I have come across a few inconsistencies in how this ability is presented.

In season three's "That Vision Thing" Lorne appears to (try) use his ability without the person he is reading singing (avoiding spoilers there).
When we meet his cousin in season two - I can't remember the name - it is implied, or even explicitly stated that the same ability Lorne has is usually used in Pylea to hunt and track prey... Now that I write this down my memory is beginning to fade - I think I might be wrong there, but anyway.

How far do you think Lorne can actually see. In the episode where the physics student stops time, Lorne's information is sketchy at best, all he knows is that the student is going to do something that makes everything stop. But on occasions where he is reading the patrons of Caritas, he appears to know more than he is telling them - usually just giving cryptic advice to help set them on their paths.

So what do you think? Is the ability something that changes - sometimes he gets a lot of details, and sometimes just a hint? Or is this simply a plot inconsistency.
