There can be few that manage to be such failures with the ladies.
Seven of Nine, Delany's, even holographic women programmed to be sure fire hits, all managed to turn him down.
All he has is Libby, who appears to be a 24th Century 'Drippy Hippy'.

What was he doing wrong?

Hey he did have a few successes. There was Kes and Paris's daughter whom he married and had kids with in "Before and After". Too bad Kes had to change that time line. Then there was the girl that gave him the disease and the dead girl. Both relationships ended through no fault of Harry's. So he did have a few relative successes, it’s just that his failures tend to be more memorable. His failures I blame on listening to Tom.

or maybe he was still in love with Libby the whole time and therefore subconsciously ruining any other potential relationships. At least for the Delaney sisters Tom practically forced him into it and what did he have to say for himself: "I've got a girl back home."
