Okay, guys, this has been bugging me for weeks, especially since I've seen AOTC 8 times now. I kind of had an epiphany yesterday that might help, but I wanted to run this by you before I see the movie again.
There were certain things in AOTC that really bothered me every time I saw it. Most of them concerned Padme and why, if she was so uncomfortable around Anakin and was so convinced that they couldn't or shouldn't act on their impulses, then why does she keep putting herself in situations that send a completely different message to Anakin?
Surely she knows that while Anakin does look all grown up (and fairly hot :naughty: ) he's still nearly five years her junior and only barely an adult. Just after she notes (to his delight) that he's all "grown up," he proves that he really isn't -- not emotionally. With his "He's overly critical... It's just not fair!" diatribe (like son, like father, eh? ) how mature can he really be?
Yet, as soon as they're alone, and Anakin starts working his young-stud mojo (on the refugee transport) she falls right into it. Sure, she points out that Jedi aren't allowed to love, but he works his way right around that, and her argument stalls. Isn't she an experienced politician? Isn't she familiar with the "war of words?" Why doesn't she immediately recognize what he's done and refute it?
And later, when they arrive at the "lake country," why does she wear the most provocative dress I've yet seen in a Star Wars movie? (I'm not counting the gold bikini because it isn't a dress and wasn't worn voluntarily. ) Backless dresses usually drive guys wild. If she really believes that she and Anakin can't be a couple, why not dress a bit more... reserved? Can you say "mixed message?"
And the whole after-dinner discussion really drove me nuts. She's already told him, with her aborted kiss, that she shouldn't behave that way, but then why sit in near-darkness with him next to a fire? Hello, obvious romantic moment.
As a politician with 10 years of experience, Padme's been around all kinds of situations in which one thing seems to be going on but in actuality, an entirely different problem is underlying all others which demands a more immediate solution. Why can't she see this budding romance with Anakin the same way?

Anakin has been in love with Padme (or the idea of Padme) since he was a precocious 9-year-old. Of course, all that repressed passion is going to spill out when he's finally with her again.
