You know that the established Star Trek lore does not allow Romulans to appear in Enterprise .
This is all due to the TOS episode 'Balance of Terror' which stated that the Romulan-Earth Wars, which ended around 2160, and in Captain Archer's future, were ended by negotiation conducted entirely by subspace radio, in which no Romulan was seen. In fact no one from Starfleet saw a Romulan until the 'Balance of Terror' incident in 2266, which is why they were so shocked that Romulans looked so much like Vulcans.
After hearing the plot of 'Star Trek: Nemesis', I immediately thought that here they have created the solution. The Remans are the Marines of the Romulan Empire, they fought in the Dominion Wars against the Jem'Hadar, so it makes sense that during the Romulan-Earth Wars, while Starfleet might not get a look at the Romulan Navy, they might encounter ground forces of Remans in planetary battles.
I was pleased then that in Star Trek Monthly #103 someone asked Rick Berman directly if Remans would appear in Enterprise. His answer:
Is he seriously expecting us to believe that it has never occurred to him before?
Then there is the question of why we never saw Remans in any of the other Star Trek series. This site has some funnies:
