The book I am looking for is a Sci-Fi novel about an alien federation type organization that promotes pacifism above all else keeping humans from exploring the galaxy because they are too warlike. Secretly humanity has been building ships to explore regardless. When the alien federation begins to lose ships on the edge of their territory they ask humanity to check it out as the price for being allowed into the stars. There mankind finds an alien race of invaders bent on conquering everything in their way.
I came across it randomly while surfing for books on Amazon.com and neglected to write down the name or author. Now when i try to find it I can't find a clue. I believe the book was published in 2004.
