That summary isn't really the story. Two Raptors go missing after a training mission, and new Pegasus Commander Barry Garner struggles with the differences between commanding a BattleStar and running the engine room. He challenges Admiral Adama's orders by sending his Battlestar directly into the rescue zone — and a Cylon trap. This is despite warnings from Kara and Lee. Kara is restricted to her quarters and when Lee tries to have Garner arrested he is arrested himself.
Pegasus is attacked by three Cylon BaseStars with nuclear weapons but somehow survives with Lee taking command. Garner saves the Pegasus at the expense of his own life. Lee gets a promotion from Major to Commander and command of the Pegasus.
Adama takes the blame for promoting Garner, which he should as he was most unsuitable.
Meanwhile, Roslin is up for re-election and needs the support and votes of the religious anti-abortion Gemenon faction. A stowaway in a cargo container arrives on Galactica seeking Doc Cottle. The stowaway is 17 year old Rya Kibby seeking to exercise her legal right to an abortion.
Baltar is persuaded to launch a bid for the presidency by Tom Zarek. He predicts that in eighteen years the humans will be wiped out if the present demographic trend continues. Adama convinces Roslin to ban abortions cleverly, I thought, invoking her population figure on the white board. Then Baltar announces his decision to stand against Roslin on a pro-abortion, pro-freedom platform. Roslin grants the girls wish and gives her asylum before changing the law. Really, they need to do more than ban abortions though, probably need to pass a law that every female must become pregnant.
I thought that Dualla forgot Billy very quickly.
