This is a series I read perhaps a decade ago.
Facts I remember:
Capital City was on a series of islands connected by floating bridges that could be unhooked at either end and pushed away from shore in case one was being pursued.
Dragons had not been seen for a while.
King/ruler could not be crowned/chosen unless dragons were flying.
Dragons came in different colors, which meant something.
Young woman wizard was involved.
Dragons are discovered.
Cannot remember much more.
Any ideas?
