Searching for old Science Fiction Book

About 15 years ago I really enjoyed this book, which appeared to me to be old at that time (I was pretty young, so my impressions may be off). Vague parts of the story have stuck with me, but it's not much.

A man gets his nerves augmented somehow so he can move very fast. I think it's an operation and not simply a dose of some chemical. He ends up being able to jump through space and possibly time? I remember he went through a sense of loss because of his ability.

This was not a children's book, and not a comic.

I hope someone can help! Thanks for trying, anyway.
