Heh, good one - but unfortunately (for you..:)), this is from one of the Letters that I've read and reread many, many times - it's a pivotal argument by JRRT for the Silmarillion and the LotR to be treated as one continuous narration rather than separate stories. Tolkien was trying to get both books published as a package, and as Allen & Unwin had declined to do so, he was trying to convince Milton Waldman of Collins instead.

The answer is the Númenóreans, in the Second Age.
They now made settlements on the west-shores, but these became rather strongholds and ‘factories’ of lords seeking wealth, and the Númenóreans became tax-gatherers carrying off over the sea ever more and more goods in their great ships. The Numenoreans began the forging of arms and engines.
