LOL! Yeah, what J.D. said!
(Aragorn) ..."for it is a healing plant that the Men of the West brought to Middle-earth. Athelas they named it...."
....The herb had also some power over the wound, for Frodo felt the pain and also the sense of frozen cold lessen in his side....
LOTR, RotK, Ch VI Many PartingsBut the Queen Arwen said: 'A gift I will give you. For I am the daughter of Elrond. I shall not go with him now when he departs to the Havens; for mine is the choice of Luthien, and as she so have I chosen, both the sweet and the bitter. But in my stead you shall go, Ring-bearer, when the time comes, and if you then desire it.
Let. 153 To Peter Hastings (draft)Arwen is not a 're-incarnation' of Luthien (that in the view of this mythical history would be impossible, since Luthien has died like a mortal and left the world of time) but a descendant very like her in looks, character, and fate. When she weds Aragorn (whose love-story elsewhere recounted is not here central and only occasioanlly refereed to) she 'makes the choice of Luthien', so the grief at her parting from Elrond is specially poignant. Elrond passes Over Sea. The end of his sons, Elladan and Elrohir, is not told: they delay their choice, and remain for a while.
As for 'whose authority decides these things?' The immediate 'authorities' are the Valar (the Powers or Authorities): the 'gods'.
Let. 246 to Mrs Eileen Elgar (drafts)No doubt it was Gandalf who was the authority that accepted her plea.
When trees shall fall and starless night devour the sunless day:
When wind is in the deadly East, then in the bitter rain
I'll look for thee, and call to thee; I'll come to thee again!
Let. 136 To Rayner UnwinWould it not do if the 'book-titles' were used: e.g. The Lord of the Ring: Vol. I The Ring Sets out and The Ring Goes South;
