Got some good help on 2 other books so thought I would try also with this one.
I read this book in about 1983. It was about another planet and the humans were isolated in little learning areas, learning by computer. There were also dormitories where people stayed, eternally at child mental level and regulated by a computer. They played outside a lot but then it became too dangerous and they had to stay closer and closer to the dormitories
There were also intelligent dogs running around in packs, getting wiped out by the mutant sphere spikey things. The spheres had originally been to guard the humans but now were preying on them because the robots that kept them in line were now decrepit. One of the humans (a guy) resisted being conditioned by the computer and starting thinking for himself, fighting the spheres, along with a woman.
Sounds all a bit odd but was actually a good book. I remember enjoying it.
