What's the word on getting published

Say you want to publish your first book. What do you recommend doing.

Go straight to the publisher?, Find an agent?

Does the rule of don't send out more than one copy at a time actually apply, or is it just nice? Seems like it would take a long time to get a book published if this is the case.
