(Found) Searching for a story - world that everyone is forced to be equal

Hi all

I'm looking for a story, think it may have been in a book of short stories.

The story is about a wold, in the future, where everyone is forced to be equal. Anyone who is exceptional or above the excepted norm is forced to ware devices that debilitate them. For example; if your too smart you may have to wear an ear piece that disrupts your thought patters with loud burst of noise, If your too strong you may have to wear heavy weights, if your very beautiful you might wear a mask or something else. The story focuses around an individual and then ends with two extremely above average people, man and woman, being gunned down on a stage by someone of authority.
Hope someone can remember this on, think it might be by a rather well known author.

I remember this story - though I cannot remember much more than you
however I do remember that when I read it it was a short story in a completion book - along with several others. If it helps one was War of the Worlds
