Many years, I read a fantasy book involving dragons. I'm fairly certain it wasn't Anne McCaffrey, and I believe I remember it in the teen section of the library about 15 or so years ago.
Most of the dragon tamers's names had a "kk" in them, and I believe the main character's name started with J (Jakkar, or something?). It seems the main characters befriended dragons, but a group of people were mistreating the dragons and trying to overtake the breeding of dragons to use for their own purposes. I don't remember much else. Does this sound familiar to anybody?
