GRRM left Tom O’ Sevens as a singer at Riverrun which is in the hands of Lord Emmon Frey and his lady wife Genna, whom we all know is more Lannister than Frey.
The way I see it, Tom could be there for two reasons. Either he plans to kill Emmon and Genna and/or open Riverrun for attack by order of the Lady Stoneheart, or he seeks refuge from the scary lady and the rest of the Brotherhood without Banners. Edmure Tully is still alive. If circumstances allow as much, Riverrun could be returned to him or the Blackfish.
On the other hand, Edmure has no love for Tom O’ Sevens and the feeling is likely mutual. Since Lady Stoneheart took control of the Brotherhood after Beric’s death, their entire purpose seems to have changed to suit her hunger for vengeance against the Frey’s and Lannisters. It is possible that Tom deserted the cause, and went to the other side because he no longer agreed with the leadership of the Brotherhood.
Of course, he didn’t have to remain in the riverlands. He could have gone anywhere south of Riverrun. One place is probably as safe as another at this point in time.
So what do you think Tom's plans are, and how will they affect the story politically? Remember, even if the Tully's were to regain Riverrun, there would have to be major shifts in power before they could hope to hold it. Of course, by the end of ADWD I would hope that a lot of changes are made.
