What was this film?

Practically nothing to go on here, I'm afraid, but about twenty years ago I saw a clip from an animated film in which a girl was being menaced by tall, cloaked beings whose heads were ram skulls.

It's always stuck in my mind, so hopefully it stuck in the mind of someone who saw the whole thing.

Any ideas?

Wow, I'd forgotten I'd asked this.

I'm pretty sure it was western. And as far as I remember, the animation style was quite high-quality and "arty", not Disney-like. The kind of quality of Watership Down, but (in this clip at least) darker.
