70s/80s novel with planetary "fall" layers prevent contact

I'm looking for the author and title of a book I read too long ago to remember.

Basic premise along the lines of... If you were planetside at a cetain time, there was a "fall" that placed a layer on everything. As the layers built up, it became harder and harder to connect/communicate with people.

Any ideas? Thanks
