All I can remember is that this country had one year to defend against another country that was invading, and if they could hold out for a year, the country would ally with them. There was also a desert somewhere with people (Sudd maybe?) that could use some type of magic. The series was somewhere from 3 to 6 books long.
Oh, and the invaders had some kind of special steel for their weapons, I think it was refered to as water steel, but it also had some other name.
