As it says above , based on earth post ww2 , i have been racking my noggin for weeks and finally came across this great site, hopefully someone will know this series of paperbacks i read in the early 90s.

That sounds very much like Projekt Saucer by the Irish author W A Harbinson - except that there are five of those:

Better news yet - He is still alive (in his late 60s) and writing. He says that he has given up writing SF, but you never know.......

Part III was written eleven years before parts I & II?? Is this a series with 2 prequels and two sequels?

I'm not sure. I think he intended Genesis to be a stand-alone novel but eventually decided that he had more to say on the subject.
