I have been looking for this book since I read it in Jr. High. Here is a break down:
The main hero of the book is of a magical race. They are born with runes covering their bodies. they are like naturally occurring tattoos. As they mature the runes take shape into readable language and detail the type of magic they have. The hero is a warrior with a sword who has fire magic. His race is old and only few in the mainstream society know of them.
The main villain is a shape shifter. He can read minds and emulate anyone. He has powerful magic and he physically regenerates. If you cut his arm off it will grow back almost instantly. He even brags that if you cut out his heart he will grow a new one. He tries to impersonate a the hero's race but his runes don't make sense and aren't readable. So the hero is cautious and finds out what he is. The hero kills him in the end by cutting him apart and burning him till nothing is left. he warns that more of his kind will continue to influence and control society from behind the scenes. He belongs to some kind of anchient enemy that manipulates and controls society.
This book has many character lines and stories within it.
There is another character who is a huge guy with a big red beard he is an assassin and is forced to work for some royal boy who wants to kill his family to take power. At one point he wears this invisible suit and sneaks into a castle. The suit is too small and barely fits him, he cant wear the gloves so he has to hid his hands under his shirt. He is seen while invisible by the main villain. The villain tells no one as he is in disguise in the castle as an adviser. The villain looks right at the guy with the red beard even though he is completely invisible and winks at him.
At one point the good guys all join forces and go to this big garden and meet a huge white translucent dragon. The dragon is some kind of anchient elder race that knows how to defeat the main villain. The cover art has the group of good guys meeting the dragon in a garden. It is very green lush scenery and you are looking over the good guys shoulder at the dragon from maybe 20 yards or more behind them.
