I remember a ton about this story, except title, author and when published!
The way I recall it, Disease decimated planet (possibly AIDS so was probably written at least 25 yrs ago) Medical researchers cured it but the cure was another virus that killed the first one. Unintended result is woman can not conceive a second child because the antibodies attack husbands sperm.
Women have to go to bars wearing jewelry indicating blood type to hook up with man that can impregnate her..
Medical colony (smae one that cured initial disease?) working to cure the new issue. they introduce another virus(?) and everyone in the colony is able to have children. They do not tell world at large because they are making sure there are no more unintended side effects. They monitor all the children as they grow. The kids report EVERYTHING. One boy experiences his first signs of puberty and the med tech (female) is told to have intercourse with him and make sure everything works (as it were).
3 days later the boy transforms into a girl. The kids it turns out all will cycle back and forth when exposed to menstral pheramones.
Later "boy" and a "girl" he has grown up with are the first allowed to marry and she gets pregnant (keeping both in thier current gender). They are sent out into the world to see if they can pass as normal.
All goes well until he is kidnapped. The kidnappers out him.. i don't remember the details.
There is another character who refuses to wait, named Moss - he forces himself to stay in male mode by artificial means and goes to all the bars impregnating women out side the complex. He is trying to force the change.
