Can anyone help me please? I read a book in the late Sixties/early Seventies about a group rebelling against the 'Hegemony'. They operated from deserted sewers. It involved a bubble city (on the moon?), an emotionless Hegemony member who changed sides at the end for altruistic reasons, and a death ray that operated randomly in a lift to give the impression that the Hegemony could read and punish rebellious thoughts!
If anybody has any ideas, I would be so grateful. Thank you.
