(Probably Found) Need help please

I am looking for a book,I read ten years ago.There were I think three characters,not connected at first,but towards the end they were.There was girl in her late teens or early twenties living with her grandpa,a little girl who was poor and lived with her dad near a harbor or something to do with the ocean,there was a scene where she and her friend found this cat creature(wasn't really a cat per say) and there was talk of witches and the third character was a young man. each character had their own story but towards the end they were all connected somehow it was sort of a story within a story and it was not "1001 Arabian Nights " either
