Help finding short story 'perfect luck'

Hello everyone, I am new here and have been searching for this story for years. I read it as a kid and it has been in the back of my mind ever since. I thought it was by Timothy Zahn but can't find a matching short story by him.

From what I can remember, the premise is that the world is ruled by a dictator. This dictator requires that everyone take a test at a certain age, but the test questions don't have correct answers or have multiple correct answers. The only way to score high on the test is to be "lucky". If you score too high on the test, the government comes and takes you away. The main character of the story scores perfectly on the test (thus perfect luck). He is then recruited by the resistance as a sort of figurehead against the dictator.

Also of interest is that the resistance uses some kind of odd triangle shaped holes in space to teleport themselves or objects around. If I am remembering correctly they appear grey but objects or people can pass through them. I think they could also be used to cut things in some manner.

Once more there was a failure of actually giving the book's title and author.....now the link doesn't work so we don't know the answer.
