Searching for a Book about a 3race occupation agreement

For the life of me i can't recall what this book is called.

The main setting is,
There are three races one three worlds (us and 2 aliens) who encounter each other and the world leaders decide on a mutual occupation.
Race 1 occupies race 2
Race 2 occupies race 3
Race 3 occupies race 1

The story is about people on earth during this occupation.

Any ideas??? I'm lost.
 
There are at least 2 stories I recall where there were -2- races that swapped leadership. One was a story in ANALOG magazine years ago-- March 1968. There's a picture by Kelly Freas on the cover-- orange with a blue alien (search Google for Kelly Freas images; it's near the top). The 2 races were humans and a race of blue-skinned aliens. The story is "The Alien Rulers" by Piers Anthony.
The other is the series of books by Alan Dean Foster about Flinx. The 2 races here are humans and the insectoid Thranx. Of course, this was mostly a cooperative federation more than a swapping of leadership. Humans got access to some favorable territory on the Thranx homeworld that the Thranx considered excessively cold and dry but humans considered temperate; the Thranx got access to the Amazon basin and other spots on Earth that we considered too hot and humid.

Sorry this one had 3 races (2 aliens).

This one had an occupation on earth that basically caused a mass cull on earth reducing the population to somewhere like 2 billion.

Anyone recall anything?

I can remember that they built highways with painted landscapes on the walls which would look odd at fast speeds, this passively encouraging people to maintain the correct speed... hopefully this helps.

Alien Rulers does look interesting. I will have to read it later. But this isn't the one i'm thinking of.

I guess the one i'm trying to find probably took the highway idea from this story (maybe not though) because it seems similar.

Its a very cool concept by the way, I'll have to see if it's possible later.

Anyone else think of anything?

3 races, earth occupation, mass human cull, passive highway speed control, psudo-peace and prosper for the first halfish of the book?
 
Re-read my last message-- "The Alien Rulers" became part of "Triple Detente" by Piers Anthony. I added that as an 'edit' after I found it.
 
Oh Paul i think you're awesome. Gonna have to pick up the book tomorrow.

Triple Detente definitely looks promising, thanks for keeping up with me.
