Need help for info on novel about flight belts!

During the 1980s while in London I picked up a paperback sic fi novel.The book was about belts or backpacks that enabled the wearer to fly.Roving gangs of flying thugs were mentioned...just like motorcycle gangs today.For the life of me I cannot remember the author or the title..can anyone help me please!

It was a Bob Shaw book called Vertigo - alternate title was Terminal Velocity

My friend and I read Armageddon 2419 by Phillip Nowlan for the 100th anniversary of Buck Rogers. It heavily features grav/flight belts and gangs.
