Others and Red Priest

Did magic come back in the world when the Dragons were hatched? Or did the Dragon hatch when the Others returned? It seem like when the Dragons and the Others returned, the Red Priest spells begin working again...

And could the Red Priests raise a army of undead to oppose the Others? Theros was able to raise Dondarrion a few times. then he did the same for Cat. It seem like the Red Priest undead is more intelligent than the Others.

Could the Red Priests ability to raise the dead have some kind of connection with the return of the Others? I don't think its happen chance the others and the Red Priests ability to raise the dead started around the same time...

And for the Red Priests to even know the spells to raise the dead, it mean it was done in the past... It had to be practice a long time ago...

I got the feeling that Thorros had "raised Berric for quite a while, and that the time frame would be before the appearance of The Others. I'm not sure about that though. I also don't think that magic entirely left. I think what the Faceless Men have been doing has a magical component. Why would Anyone even bother learning the spells if they were unusable? How about Mirri Maz Duur? I don't think that her "resurrection' of Drogo was her first attempt. SHe knew exactly what she was doing

I thought magic always existed, especially before The Doom of Valyria when there were lots of Dragons, then once the Dragons went extincted, magic greatly dropped in effectiveness and power but still lingered. Then Dragons came back and magic strengthened as well. I'm pretty sure the Glass Candles don't even work (or at least as well) without the existence of Dragons.
