It begins with a crazed man attempting to attack a group including a policeman, this policeman can only just stop the man, even though he has a powerful amulet. The rest of the plot concerns a conspiracy against the Lion Emperor who rules the city, led by a man who is considered a "pet" of the Lion Emperor. There is also a woman character who along with the policeman tries to stop the conspiracy. When was the book published, not sure, but I read in duing the late 90's.
