1990's book - dystopian young adult book

Hi there - I'm VERY vague with any details but I remember reading a book about 30 years ago which was about a girl/teen who lived in a community with huge high fences around it. To go over or past the fence was forbidden and a dangerous place (can't remember why). The Girl does end up going over the fence to maybe search for someone (her father/brother?) ?? Does this ring any bells with anyone - wouls appreciate your help.

Running Out Of Time, Margaret Haddox?

Supposedly the film The Village was based on this book. A young girl trapped in a village set in the 1950's or so though actually it's 1996, and she has to escape to find a cure for a disease.
