Space pursuit novel

I'm searching for the title of a suspenseful SF novel I recall having read in the late 80's or early 90's that describes a pursuit through space which is monitored by citizens of the galaxy. What I recall best about the novel is that the group being pursued repeatedly consult an Internet-like database for information about their pursuers that may or may not be reliable because it's contributed to by everyone in the galaxy, including the pursuers. I'm interested in reading this book because of the obvious parallels between the 'database' and the modern Net.
