Anyone know the book with villan race called Dulgaarians? or similar? please help!

My brother and I loved this book 15 odd years ago and have searched high and low.
Embarressingly we do not know the Title or Author sorry, but the synopsis is:

Earth losing long term war with Dulgaarians (sp?)
Special think-tank come up with a military strategy to (spoiler alert) sacrifice the Sol system to trick and destroy the enemy fleet.

I hope this rings a bell with someone!

Trying but no more than that; try looking up Norman Spinrad "The Solarians" this novel is a mainstream space opera featuring space battles, faster than light spacedrives, and an alien enemy, the Duglaari.
