trying to find short story prob 1950s or 1960s

Hello: I probably read this story in 1963 or 1964. It was included in a collection of short stories in a library in Colorado. All I can remember is something about an alien sailing in a boat, being tortured by a deity with the meaning of his life boiling down to how long and how well he could endure or defy the suffering. For a while I thought the story was by Ursula Leguin, but I was not been able to find it in pre-internet searches. I have been wondering about this story for almost 50 years(!) Hope someone recognizes it. Thanks.
