A book, like a dream, from my childhood.

Like a dream where i remember only snippets and feelings, i remember bits and pieces from this book. I know i read it when i was less than 10 years old, so 20+ years ago. I do not know if it was a recent or classic publication at the time other than it was in my elementary(primary) school library.

I'd like to find out what it is because i think this book may have been the "ground zero" for my interest in sci fi.

What i remember of it.

It was about a young girl and possibly a young boy.
post apocalyptic but most likely considerably after the catastrophe; where (at least the main character) knowledge of pre-catastrophe civilization has been forgotten.
I remember the main character finding a worn high voltage sign in a ruin and wondering what it was for.

I remember maybe something about sub-dermal implants.

I also remember the main character(s) being chased by some opressor, i think robots or aliens or advanced humans where machines were operated that were tall and had long spindly legs or arms.

Again, all these memories are from so long ago and from being so young that it's like remembering a dream.

Anybody have any clue as to what it may be?
 
This sounds to me like the Tripod YA novels by John Christopher. I think the first book was called the White Mountains, or similar. The protagonists wore skull caps to control them but they had found a way to avoid detection from the robot tripods who had taken over earth. They did indeed come across a high voltage fence i think and wonder what it was.
 
Definitely the Tripods trilogy. It begins with the young protagonist finding the remains of an old sub-station with the lettering 'elect city' still visible and wonders what kind of city it had been. Classic YA series.
