Short story "scintilla's" 1950-60's

I am trying to find a short story circa maybe 50's-60's in which a man attempts to avoid government "scintilla's" tiny cameras/videos but ultimately fails. It is quite paranoid but relevant today. Unfortunately, I do not recall the author. I read it as a child and never forgot it. If you know this story, please, remind me of title/author. Thank you!
 
I believe this is Christopher Priest’s story “The Watched” (1978). It appears in a number of anthologies and Priest’s collection The Dream Archipelago. Here is a relavant summary from a review of the collection: “…the all-seeing scintillas in the final story are a fabulous voyeuristic concept.”
