Apocalyptic / Vapour Cloud / Insanity

Hi all, I'm desperately searching for the title author of a book I read some time ago. I think it's set in England, it involves people inhaling some sort of vapour/cloud which causes behavioural changes, I seem specifically to recall something about MPs urinating in public, though there are some more insidious effects. Does this ring a bell with anyone? Thanks in advance.
 
How about (what have I got to lose?) "The Poison Belt", the second of the Professor Challenger books, from Sir Arthur Conan Doyle? Quite a few of the details align.
 
Damn. I've read "The Poison Belt" recently and didn't twig. (Though I don't recall MPs peeing in public as a result of the vapour -- only the continual arguments and all living things collapsing.)
 
Well thank you guys for all the suggestions, but it's none of those, perhaps I'm mistaking this vapour for some other whether phenomenon... I know not much to go on.
 
I instantly thought of Fred Hoyle's The Black Cloud which I read an age ago, but I don't recall any urinating MPs, so probably not. :(
