Father's Favorite

Hello!

I'm trying to find a book/series for my father that he remenices about all the time, yet can't remember the title. Here is the premise as he remembers it.

The main character is some kind of detective that is hunting down people with mutations that allow them to bend the laws of time/space. His main hit is a person who can move to different locations with a thought.

He apparently encounters someone with a mutation that allows them to unlock the hidden potiential inside of people, in which the detective had block in place that the mutant removed, allowing the detective to be able to do the same exact thing as the person he's trying to hunt down.

Fast forward in the book/series and the focus shifts to the fact that the planet is being invaded by a super race, that wiped out every single being in the only race that could defeat them. It turns out however, that the main character happens to be the only person left from the race that was destroyed. Epic battle ensues with mental powers and abilities!

That's as much as I have, can anyone help me find it??

Yeah, that's on the right track from what my dad described, but it's missing the alien take over in which the main character then has to defeat with mental powers that he didn't know he had surpasses this new supreme race. he basically discovers that he is an alien of a race that was wiped out by the invaders because of a prophecy that his race would be the alien's downfall.
