SF space opera book.

Can't seem to find my copy of this book or remember the title. The story has a group that rules known space with powerful ships that have the minds/souls of the dead in them. I think there was a character called Turtle who is working to defeat them, he hides on one of their ships and travels to a secret base....

Oh and to everyone else the ships seem to be invincible but that is because they get rebuilt at the base. Like if you happen to destroy the ship named "Joe" they build an identical copy of it and send it back out again.
